What is GLARA?

Green Lake Area Ratepayers Association

Responding to population growth, GLARA was Created in 1993 as an opportunity for local voices to be represented on the community and ecological health of the Green lake area.

GLARA has grown to be recognized by local governments and the membership for enhancing advocacy and education.

GLARA is non partisan and partners with the government of the day on providing input to such important features as the function of Transfer Stations, monitoring lake health through the vital work of water sampling and testing, road improvements and wild fire interface safety, through to assisting the processes for policies to formalize a long term vision for the sustaining of what is important to the area through land use planning.

Residents are kept up to date on the GLARA files through three newsletters a year. Suggestions and concerns are communicated directly to the GLARA executive or at the more localized level by getting to know the GLARA Director living in your part of the lake area.

All questions and suggestions are welcomed.

POSITION STATEMENT

The Green Lake Area Ratepayers’ Association (GLARA) represents property owners and tenants living within 2 kilometers of Green and Watch Lakes.  GLARA’s priority is to advocate and enhance awareness about ecology in balance with social & economic values.  The focus of the association is to monitor and develop opportunities associated with the values of quality of life, health and recreation, sustaining the natural ecology, and the challenges associated with cost of living.

GREENBELT DEFINITION

 The Greenbelt is defined as the area that is 2 kilometers around Green and Watch Lakes and encompasses all crown lands including provincial parklands and protected areas.  The Greenbelt purpose is to preserve the natural beauty and integrity of the health of the lakes for the enjoyment and future of the associated land values.

The formalizing of a Greenbelt Zone is not intended to restrict access, but to start land use planning decisions from a commitment to ecologically based information.

ECONOMIC IMPACT

 The establishment of such a greenbelt around Green and Watch Lakes should have little negative impact on the present economy of the area as no present activities need be curtailed.  Cattle grazing permits under the present system are in keeping with our greenbelt definition and goals.  Other minimally intrusive activities such as biking, hiking, skiing, horseback riding, hunting, snowmobiling and trapping are values respected within the scope and application of the greenbelt terms.  Logging, while destructive as in the practice of clear cuts, can be compatible when harvesting plans are selectively based with respect for other land use values such as wildlife habitat.

The greenbelt objective is for assisting with long term outcomes which are positive in benefits in outcomes and vision for the future. The greenbelt area is not created to hinder economic activity as understood by historic common practice. Economic opportunity is predicted to benefit from the future growth in tourism. The greenbelt (with its system of trails for access to historic and geographic points of interests, horse back riders, hikers and mountain biking, cross country skiers and snow shoeing, and motorized off road equipment and snowmobiles), will be seen through sensitized and informed use, as having enhanced the recreation options and commercial opportunities for residents and guests.
